Suppose the WAN is staic

Should we assume then that route a->b == route b->a?

If so, you can set the do not fragment bit and send increasingly large packets from a->b until you receive the icmp message for ''need frag, but DF bit set''.

Winsock allows icmp messages to be delivered to the application directly, if you are using UNIX, there are several ways to handle retrieving icmp messages (have fun)

Good luck.
