Can USB devices directly communicate with each other?

I'm digging through the USB docs, but if anyone knows for certain I'd appreciate the info. What I am hoping, is that USB only allows communication between the device and the host, and does not allow communication between devices plugged into the hub (without the assistance of the host, i.e. implicit USB firewall). Some USB devices can communicate with each other without host intervention. That''s the entire point behind the OTG protocol. I''m relatively certain that non-OTG devices cannot communicate with each other without host intervention, otherwise OTG would have not been developed, but I don''t have any hard evidence of that. www.usb.org maintains a web forum for USB device developers; you might get a more conclusive answer there.
