How do you rotate a vector on a point.

Here''s a little diagram. The camera is on the cylinder right by that line and is facing down. I don''t really know how this would be done but how to you rotate a vector around the top of that cone (Given X degree''s or radians)?

Simple trig isnt it?

z = cos(x)
x = sin(z)

Or somthing along those lines, can also be done with vectors using the dot product..
