Can I create a library that is dependent on another library?

I want to build a library, but its dependent on another *container* library I''ve built. What will exactly happen? If it works, does that mean its gonna have the other libraries code it it''s own library? Is this possible? Is this the best way to do it?

Are you talking about a static library, or a dynamic library? The answer in both cases is "yes", but the details are a bit different.

Actually there are several degrees of combination. Let's call the two libraries library A and library B, where A is dependent on B. A could be either a static, dynamic or template library, and B could be either a static dynamic or template library. And all the different ways they interesect could lead to different outcomes.

edit: Well, I guess now it narrows it down to A is a static library.

If they're both static libraries, that's the easiest situation. The second library (the one dependent on the first library) will automatically import and use necessary facilities from the first library. There's no need to link against, or even have, the first library when using the second library (unless of course you're using the first library independently as well).
