2d engine and compatibility

I am writing a 2d engine using OpenGL so I can have alpha blending blit stretching and other features. My scene should only be a few thousand polys. I am thinking of using 256*256 textures. Currently I plan on using vertex arrays with glInterleavedArrays to render. What kind of hardware could this run on? Also, is it possible to change the data that glInterleavedArrays points to and just call glDrawArrays to draw the updated data?

Anything up to 256x256 can more or less be considered compatible with and supported on all cards
