Can You Divide In A Vertex Shader?

Well, I don''t really know anything about shaders from actual experience, just from reading. But a quick glance at Microsoft''s DX reference shows that in all versions of vertex shaders, there is the instruction rcp, to take the reciprocal of a number. From their, it''s just a normal multiply, and you have performed a division.
