I made a program for a Multi-National they originally wanted 100 test Cds then 3000 - 20000 cds there after. They paid for the initial developement (not that much) and I was to sell them the cds.( to make the real $) They now want to copy the cds themselves & pay me for intellectual property rights. You might as well try to milk the cow for all its worth.

Usually 10%-25% of the retail price. Try to end up with 20%. That's okay.
This might be lower in your case because they paid for the development.
