Windows GUI Designer APP?

Are there any freeware Apps that I can use to visually create and edit windows gui components like dialog boxes, forms and stuff?
I assume you want it to be C++. But you can look http://www.icsharpcode.net/OpenSource/SD. It''s a gui for the .net framework. You can do managed c++ with it too, although i wouldn''t reccommend it

Yeah, what I see in the screenshot looks something like what I want. But I want to be able to use the results in my programs I compile in DevC++/MingW.

Oh sorry. I had no clue what the link was. I was looking at some MINGW IDE Links, and it was there on the page as a direct link.
