Environmental mapping problem

Hi, I made a simple 3D water simulation program using environmental mapping with D3D9. The water surface texture blend two textures, one for the water pool bottom image and the other one for the environmental mapping. I tested the program on three different computers and the environmental mapping works only on the computer that I developped this program. The environmental texture looks like just a blank white texture on any other computers for some reason. I''m using a cube map for the environmetal map. My system is, OS: Windows XP CPU: Athron XP 2600 Graphics Card: Radeon 9600 XT I will appreciate any suggestion or help for this problem Thanks.
