What does this basic geometry question have to do with game development?

Tangent to two circles
It has to do with game development if the two circles being connected are a small section of a map and a larger zoomed view of the same map.
If you look at it the other way, I think most of the "game development" questions on this forum boil down to "basic geometry", "basic physics", etc. How is this question any different???
And I was concerned that you'd accuse me of asking about homework

Actually there''s 15 5 of which are unique (the other 10 are tangents with similar slopes to the 5).
