Drawing to Transparency

I''m currently making a game where I need the ability to have a picture with transparency at a certain place but only be able to draw to that place. Dang I worded that wrong. Anyway, I want to have it so that I can have a health bar, like Halo, that isn''t just a box. But I want it to fill up using a rectangle texture. I''ve been using Sprites that came with the 2003 SDK update. Instead of drawing a bunch of pictures for each thing of health, how can I draw only to the pixels I select. Like looking through a cookie cutter, and only seeing the cookie even though the dough begins as a big rectangle.
