It works, but doesn't... Raaaargh!

Hello, This is a situation that we''ve all had way to often, but this time I''m stumped! I have created a graphics engine, wrapped it up into an export library, and using it with another project. Both projects compile perfectly, and it works like a dream on my machine with visual studio.net 2003 and DirectX 9 SDK (summer release). Now when I try and run it on my other machine (without visual studio, and with DirectX 9b) I get a lovely, informative error telling me "The application failed to initialize properly (0xc0000135). Click on OK to terminate the application". Arse! Any ideas why this is happening? Other projects work fine under similar situations (although this is my first time of using an export library, could this be a factor?). Anything that might shed some light into this error thats wasted half my afternoon would be greatly appricated! Regards, Bangz.
