Well, Darkbasic.thegamecreators.com has some good stuff.
It has basically everything you will need to create a game. As the title of the thread says, or, as your post says, it has alot of good imaging stuff.

www.garagegames.com has a $100 game engine. I believes its the engine behind Tribes 2. Its a nice engine, has graphical editors and all the source with it.

I have limited experience in all of this, but from what I''ve seen, you would create the terrain layout in the code, set your heightmap settings, and then texture it (basically "paint" on grass, dirt, snow, etc). As for tools to create graphics, there are things such as 3DS Max, Maya, etc..

Let me just tell you right now that it will be a lot easier to just make tools yourself in the long run. By using these programs you will have to create a loader for them (if they don''t exist) and understand how the file formats are set up and all this BS that it''s just easier to make your own for now. I would recommend using milkshape3d for modelling. 3dsmax suggestions are probably coming from people who have pirated copies of it (or happen to be rich enough to shell out that kind of money)
