animated clouds using perlin noise

Is perlin noise a decent method for creating animated clouds. I have researched several pages on perlin noise (there are only a handful of decent ones) and have managed to create some nice 2 dimensional perlin noise that represented clouds. If perlin noise is a viable option, I was wondering how I would go about creating a 3d dimensional noise function, something akin to getValue( x, y, time ), so that I could actually have what resembles animated realtime clouds. There does not seem to much material on net about implementing animated clouds except that which mentions it can be done.

Oddly enough, I just implemented that today in my own terrain engine, but I stayed with 2D noise.

I found that by using a tileable perlin texture I could just change the origin of the noise by 10 pixels or so (in the direction of my wind) and it makes a good changing cloud animation. The clouds grow/shrink/appear over time and its all just 2D noise translating over time.

My problem is making it fast enough...with a 256x256 cloud texture, I can only do about 4 lines of the texture per frame.
