opportunity cost of directx

If one was writing a regular piece of software (not a game), say, a crappy Acrobat clone, would DirectX need to be included with that software (which would be Windows platform only) to be universally-compatible with all Windows systems? Basically, for non-gaming applications, what would the need be for DirectX?

Nope, DirectX is a set of libraries that provide some helpful functions. If you don''t use any of the libraries then you don''t need to include DirectX. You can even write a game without DirectX.
