Are there any free 3d map makers (like Qoole for example) in which you can work with both indoor and outdoor(heightfield and ROAM) areas?

I know of worldcraft, which is very nice, but I don''t think I understand what you mean by hightfield and ROAM. If you mean landscape generaters, there are applications that do that (GenSurf for instance).
