Difference between GLSL and HLSL

What are the differences in features between these shader languages. Can everything be done in GLSL that can be done in HLSL (shader model 3.0, using directx 9.0c). I've heard somewhere that Opengl can't do everything in SM 3.0, is that true?

They can both do the same things, yes.

It's up to the device manufacturer to support features like SM3.0, though. DX doesn't support it yet, but that's only because no devices released (until the gf6800 came out) had support for it. ATI cards don't support SM3.0 at all yet.
