Seriously, it really depends on the kind of game you're trying to make and the budget you have..
Usually indy developpers don't have big groups.. some good games have been made with a team of 4 or 5 guys..
And usually, in commercial games, the team will be much bigger.. But then again, it depends on the company budget and on the goal they have for the game..

It surely depends on the type of game and the requirements.
For a small racing game or something up to 4 people should be sufficient. If you plan something bigger, you should consider a team of up to 20 people. Anything larger than this you surely need additional people who only manage the whole development and make it all fit together.
