I am still trying to send input to a program that uses DirectInput from a bg app. Can anyone help?

You can't. Not unless you re-write a driver or something. (Or stick a layer between the driver and DirectX runtimes)

Take a look at the DirectInput Keyboard sample. It lets you choose all combinations of fg/bg and exclusive/non-exclusive and explains how they work. It says this about bg exclusive:

For security reasons, background exclusive keyboard access is not allowed.
