Is DirectX a language.

I know exactly whay DirectX is, but I keep hearing phrases like "Program With DirectX". So is it a language or just a GFX Lib? And what is the DirectX SDK?

"Progam with DirectX" is not "Programming in DirectX". DirectX is not programming language but API or if you want, very very big GFX lib.
DirectX SDK is developer kit. Thanks of it you can use DirectX features in your program.

You could classify DirectX as GFX lib.

It is a lot more than that though (libs also for sound, input, networking). It's not a language, it's libraries that unifies the access to hardware acceleration through a abstraction layer.

The DirectX SDK is a collection of sample code and libraries which lets the programmer use DirectX in their programs. The end user will not need the SDK, just the runtime (which is a lot smaller).

DirectX is a library, typically it is used by C++ programmers (VB too), but with Managed DirectX you can use it with any .NET language (C#,VB.net,C++.net).
