Particle Engine in 2D (DX7)?

Can this be done, or do I have to convert my entire program to 3D and use (I think its called) billboarding for the 2D images? I was thinking of using pixel plotting, because I need effects for explosions and blood and such. Anyone have any experience, or do I have to bite the bullet and go 3D?

Im sure it would be possible in 2D if your engine is 2D. Couldnt you use sprites for each particle instead of a billboard? (never implemented a particle engine but I cant see why not.)
