When we play for example a fighting game we can do various moves with our character jump, kick etc. When we play a strategy game are units move slower or faster and have animation etc. In other words how is responsible for this movement? Is there a character programmer if we could call it like this?

sometimes the game logic is responsible for moving the character, sometimes the movement is embedded in the animation. obviously game logic determines which animations should be played in response to certain stimulus (button pushing, AI decisions, etc). but the actual mechanics of movement can come from either the art or the programming. the latter is much easier to program, the former often results in better visual aesthetics.
