Quake 3 engine open source !!!!!

First of all let me say hello to everyone.I've heard that Quake 3 game engine is going to become open source by the end of the year is that true does anyone have any insight on this. Furthermore does anyone know what it owuld take from me to be able to program a gme on Quake's engine , do I have to learn some specific language in which the game itself is writtn and what is that and I would like to know if Quake is based on Open GL or Ditect X. Sorry for all the questions hope I didn't tire you.

Quake3's rendering is OpenGL and the gfx engine is writen in C/C-style.
It uses DirectInput and DirectSound iirc
