What is the best way to draw the 3d type buildings if i am planning to make a game like gta1? Thanks

i have that data structures document,but my question is ,is there any tutorial which teaches you how to draw 3d stuff from top down using tiles??

This is really all parallax scrolling, really, in which objects closer to the camera scroll past at a higher rate.
The easiest way to do this is to give everything a Z coordinate, with it getting a bigger Z as it moved further away from the camera, and dividing the X and Y coordinates by that Z.
