I know there are programs that do this, but I want to delete index.dat, along with possibly viewing other process restricted files. Anyone know how to go about this?

Boot in Safe Mode.

XP
When you boot Windows (XP, I assume), BEFORE you get the Windows-logo-loading-screen, press F8. You should get a list of available boot-modes or OS's, pick 'Safe Mode'.
