Companies tend to like applicants having some sort of IT qualification/degree. A good portfolio of your work would be extrememly helpful also. Have a look around the universities, as some are now doing courses on all manner of games-related topics (Abertay in Dundee for one). Keep a look-out for local companies who may be interested in taking-on new talent, even with no experience, on a part-time or set-contract basis. Also, there are heaps of books and websites that can guide you in the right direction for information. Remember though, the games industry is difficult to get into - the more you can show and demonstrate your capabilities to a prospective company the better (I really didn't have to point this out, I know). Good luck in your efforts - as it WILL take a lot of effort. Hope this has helped a wee bit.

The one and only thing that you´ll have to have if you want a job as a 3d/ concept artist is skill. An art degree will definitely help, and there are art schools that specialise in concept design, industrial design or similar stuff.
Depending on where you are now you have a lot or tons and tons of practise in front of you, on the web sijun.com or conceptart.org are good places to get some ideas as for where you´re supposed to be headed skill and style-wise, they´re also good to get feedback and criticism on your pieces.
And it always helps to look at pro concept art, even if its just to get a motivational push in the right direction. All time favourite is of course goodbrush.com, but there´s a ton of other great people out there.

3d wise I´d start out with planetquake or something, get a feel for what´s required in a model, start making your own, try them out, skin them, etc. etc.

To develop skill, you'll need practice. So start now - you're only 17, you still have time!

You could also try Milkshape, as it's free for 30 days and can allow you to get a taste of 3D modelling, which, IMHO, is completely different from 2D pixel work.

But above all! Do what you enjoy and you'll have a better chance for an enjoyable job! theoretically...
