3D textures, otherwise known as volumetric textures are true three dimensional datasets. For example, 3D textures can be used to store 3D noise to be used for say, wood shaders or marble shaders. Obviously there are a lot more ways to use 3D textures.

Bump-mapping is a 2D technique for faking more realistic lighting. A bump map is more or less a 2D heightmap which is used during the fragment processing phase to perturb the lighting at a particular pixel.

I'd suggest googling and checking this site for bump-mapping tutorials and I'm sure after a short time you will have a better understanding of the previous topics.
