There are a number of regular expressions that could work. It could span multiple lines and be upper or lower case so you may want to use the IgnoreCase ane Singleline flags.

C#:
new Regex(@"<title>(.+)<\/title>",RegexOptions.Singleline | RegexOptions.IgnoreCase);

Will probably work capturing the title in the first group. The Singleline flag allows for newlines between the title tags.
