HLSL pixel shader out side an Effect?

I'm using vertex shaders compiled outside an effect and it works great. I'm trying to use pixel shaders, and I don't know how to set a sampler for the pixelshader. For vertex shaders, the constant table returned by D3DXCompileShaderFromFile has SetMatrix, SetVector, etc. There's no corresponding SetSampler or something that I can use, nor is there something to say that a corresponding sampler is tied to texture 0 or something like that, at least that I've found. Any ideas?
