Dialog Boxes in Direct3D 8?

I'm just getting into Direct3D (learning version 8) and I was just wondering if you could use a Menu Bar and Dialog Boxes as standard Windows Resources while a game is running that's using Direct3D 8.

depends. If you're in fullscreen mode, no.

If you're in windowed mode, yes. All the window interfaces *should* be drawn on top of the D3D stuff (becuase the D3D is drawn onto the windows form).
