want to start directx need help!

I tried downloading the dx sdk and it took5 seconds I've already downloaded dxwebsetup Im pretty sure i need the sdk but it keeps messing up do i need the directx developer runtime for the sdk to work

Hothead, you do not need to install the end-user runtime first. All you need to install is the DirectX SDK.
