Model Boarders???

I saw some screen shots for a fighting game a while back that used a very nice style to make there game seem like a cartoon... The models all had a sort of thick black boarder arround the body and at every angle there would still be this boarder, only visible arround the current outline of the body that is being displayed on the camera. It gave the impretion that it was about 50million sprites but obviously it wasn't does any one know how I can do this to my own models?

I think you mean toon shading, like a cartoon. There is a tutorial for OpenGL here

The basic effect of achieving that border i believe is flipping which faces you clip out (back or front) and then rendering the backfaces first in the second pass rendering the front faces. It doesn't require shaders, see link above.
