Datagram file transfer and max transfer rate

pretty simple question for socket programmers. using UDP it seems that the IP portion of the protocol maxes your datagram size to about 1.4kb. if i were trying to create a super fast file transfer, it seems like i could push roughly (1000 cycles per second X 1.4 KB) = 1.4mbs. i've seen file transfers in excess of 2.0mbs from various posters on this forum. This would lead me to believe one of two things. A) one or more of my above assumptions are incorrect. B) the use of raw sockets alleviates this problem. anyone every tackled this?

Right on, in what ive read it is consistently discussed that your local ip provider will often flood when you try to send a lot of data, so i just picked an arbitrary number for feedback.

guess ill have to implement it and determine for myself.
