Is there a resource editor in DevC++? If it is, please tell me how to activate it. If it isn't, please give me a free resource editor. Thanks in advance.

Why not make your own resource files? Try this tutorial:

I think he means a GUI editor for Windows resources such as menus, and dialog boxes, among other things. Regardless of how and where you store them, it's still very nice to be able to create those graphically. I don't know of any, but you could always try making your own.
