ATI's fragment_shader emulation

On the game I'm making, I'm using fragment programs for rendering. However, I want it to run on older cards too, and besides, fp is not very fast on my GFX5200. So,I decided to try to use NVidia's register combiners and texture shaders instead. From what I understand, the ATI equivalent of this is ATI_fragment_shader. But I can't write an ATI path, because I don't have such a card. Is there something out there that allows me to emulate this extension,even in software?

But you could try to catch a cheap Radeon 8500/9000 or so at eBay.

Ok, I'll see what I can do. I probably can't afford another card, but I'm pretty sure I can do some work on some friend or school computers.
