Menu - items - which format?

Hello people, I'm currently working on a menu manager/renderer and I need something to represent my menu items on the screen. I'm thinking about a 2D mesh for this. At this moment I use MD2 and milkshape for my 3D meshes and I've considered using MD2 for 2D stuff, leaving out the Z-axis, but I'm not too sure that would be a neat solution dispite that it gives me a lot of freedom in features and form for the menu. I'm also concerned about scaling. For example one button can be 80 units wide, while the other is only 40 units wide. So I'm looking for a fileformat and editor program for 2D meshes that would be better than using the MD2/Milkshape combo. Thanks.
