Managed Directx Performance

Can other people try this out for me: Using directX 9.0 Summer 2004 update, install the Managed CustomUI Sample. Phase 1) Comment out all rendering code in the try block of CustomUI::OnFrameRender() except for
device.BeginScene();
beginSceneCalled = true;
...
RenderText()

Result: ~800 fps Phase 2) Uncomment the mesh rendering code in the try block. Result: ~350 fps Phase 3) Uncomment
hud.OnRender(elapsedTime);
sampleUi.OnRender(elapsedTime);

ie restore the code to its original state. Result: ~17 fps This is of course, bad. Can anyone explain to me why drawing a few basic controls on the screen would reduce the framerate so drastically? is it because the controls are transparent?
