Is it possible to make a game engine that uses NURBS in DirectX?

why not?!,3DSMAX and others use NURBS..
Game Programming is the process of converting dead pictures to live ones .
That depends entirely on what you mean by "game engine in directx." Yes, you can use NURBS for various parts of your graphics, doesn't mean you should though ;)

I'm very interested in using Higher Order Surfaces for terrain, but I wouldnt use it for character meshes.

Terrain is exactly what I was thinking of implementing it for. THe thing is I have no idea how. Are there tutorials on this matter I can look up?
Yes, you can find one on Gamedev.net:

Ok, this one only describes the theory behind, and not how to use it.
But some googling and searching on gamedev, gamasutra and co. would help.
