Make a plane stay put except for y axis

I'm trying to render a water plane such that it does not move along the x-axis or z-axis, but only along the y-axis as the camera moves up or down. Basically the same as when you do a skybox, except I want the water plane to move vertically. I've tried setting the translation values of modelview matrix to 0 but when I look up or down the water plane goes 'way' up or 'way' down, and doesn't act like its suppose to. Does anybody know how to go about doing this correctly? Basically all I would like to do is create a plane with a fixed size, and only have it move vertically but still rotate with the camera.
