Offsetting vertices...

Hi, i need to offset some vertices inside a primitive, for instance when drawing a masked grass texture that's moving in the wind, i need the top row of vertices to move and the bottom row to stay fixed. What is a fast way to do this? I think using a vertex shader specifying if the vertex should move or not or a float saying how much (per vertex) and the direction in which it should move (per multiple primitives) would be fastest. Are there any faster ways of doing this?

by the way, its only fast if you're doing this for one pass only, if you require multiple passes to render your grass, change the verts on the CPU.
