I need a suggestion as to what library ahould i be concerned when making a 2d platform game. do i need to worry about openGL cause from what i'm aware of i just need to know DirectDraw.. is there anything better to use, well to put this into 1 line, what's best to use for 2d platform game in C++.

I use VC++ \ Opengl even though im a VB dbase programmer. I use this because there are loads of examples in vc++ and loads of people using opengl.

As for a platform game well i used code created by someone else (with their permission) to create a platformer from their 2d space game. Their code had all the components of a 2d engine and it works a treat in coding anything from horse racing to asteroids, good for a beginner if you want it let me know as long as you give the guy loads of credit!!!!

I've heard good things about Allegro. I like SDL, mainly because you can use OpenGL in it if you want (the default is DirectDraw I believe). That said, Allegro also has an OpenGL component - so either would be a good starting place.
