Direct 3D Texture Oddity

I have textured quads, and when I scroll them to the edge of the screen it distorts it a little bit. This only happens on the top and left sides. Is there any way I can deal with this, or is this a bug in Direct X? I also get a single black flashing line on the top of the screen. I know I can fix this with a hack, but is this a bug too?
