I think that the + and - may not deal directly with the numbers there next to, I still havnt quite figured out what they are for but I think there may only be one number from this whole string that is used. We just gotta figure out which one.

There is maybe no part three and those numbers would be just there to trick us into searching for something which does not mean anything in the end.

I'm beginnig to think that the +- aren't math operations. If they were, there is a number there that would end up cancelled out (+1 23-1 23).
Maybe the positive numbers represent one thing and the negative other thing separately?

That's what I'm starting to think.
Currently, I've tried extracting the numbers and combining them, but they all convert to giberrish. I also noticed that there are exactly 3 numbers with +'s, and 3 numbers with -'s; whether or not they should be paired up doesn't seem to be apparent. Perhaps they combine to form an ethernet address ;)

i've already gone down the path of thinking they aren't mathematical operators. still havent found anything that they could represent though. i'll keep thinkin on it though while i watch football, somethin may come to mind. On another note, I don't think it's base 10 either, i also don't think it's base 2 or 16.
