visual c++ .net program - application failed to initialize properly

I've tested out a couple of programs written in visual c++ .net and they run on my computer that has visual c++ .net. One program is in directx, but another is just a simple console application. When I put the programs on another computer, they don't run. I get a popup window that says: application failed to initialize properly (0xc0000135) Why are my programs not running on this computer?

No. I wasn't aware that there is a .net runtime.
But now I am, I just went to microsoft's website.
Will a .net 1.0 file work if the user only has .net 2.0
runtime installed?

does microsoft allow you to package the
.net runtime with your game? If so, I'm assuming you
just include the downloaded .exe file in the zip
file that the game is in. Is that correct?
