Can Opengl be used with vb .net 2003?

I have vb .net 2003 and i want to know if i can program opengl with it. If so how would i import the .dll and stuff?

Of course you have access to OpenGL using VS 2003. Just include opengl.h from the platform SDK directory (should be in the include path) and link with opengl32.lib.
Beware that the version of opengl.h is 1.2(?) only, though so to have access to the latest extensions you will have to download a suitable header file.

Sorry, didn't notice you use Visual Basic.

http://csgl.sourceforge.net/ is an OpenGL lib for .net languages. nehe.gamedev.net has his tutorials ported to it too. But you can always use WinAPI but that would be the hard way.
