The DX sdk should install an entire directory of files, including .lib and .h files. For c++, these are the files you need.

As for dev tools, you'd still need a c++ compiler (Visual C++ for example).

Be sure you download the Direct X SDK and not just DirectX. You can then access the SDK's help files through the start menu, and that should have everything you need to get you started.

directx_9c_oct04sdk_redist is the Redistributable Runtime, not the SDK. You need to download this file to get all of the documentation, samples, header files, and libraries.

However, the October update SDK is not compatable with VC6, so you have to download and install the Extras, as well.
