D3DDEVCAPS_HWTRANSFORMANDLIGHT in reference???

While browsing through the DirectX Caps Viewer I notice that in Reference the following:
D3DDEVCAPS_HWTRANSFORMANDLIGHT Yes
Isn't this contradictory?
Isn't everything suppose to be done in software? (Might it just be a glitch?)

Ref is a simulation of a fully capable hardware feature set. Many apps would probably see HWT&L was false and not even bother checking for shader capabilities after that. Things like that are probably a good reason for it to pretend it's hardware and set the caps bit. But yes, everything will be software processed.
In reference-mode, you can load pixel- and shaderprograms using Shader Model 3 on a GeForce 4 MX 4000 - despite the low frames-per-week
