Dumping mipmap levels

To implement a 'low-res textures' option it seems like a good idea to drop the highest mipmap level, so more textures will fit into video memory. It also allows for using a single texture set. So, is this a feasible idea and how would I go about that? How about the textures that aren't mipmapped like skybox textures and overlays? I can't really find anything about this. Other suggestions are welcome too, of course.
