Radial Blur

I know how to render a radial-blurred scene, by post-processing it with additive blending and texture coordinate modification of screen-textured quads. But i don't know what is the theory behind radial blur and what it actually represents ? Is the method i'm implementing only a hack ?. I tried searching google for that but it doesnt give more informations on the theory behind. Thanks for your replies.
