Graphics in C++

I used BASIC awhile ago, and I quit simply because the graphics options sucked. You had to specify pixel by pixel for everything, and it really bothered me. So my question(s) is(are): Does C++ have a frustrating system like this? And what programs do you use to put graphics in C++ games? Can I use paint to make these graphics? I'm not expecting a drag-n-drop style for graphics, but I'm hoping I don't have to learn the dimensions of my screen and the location of every pixel to determine where I want my menu or whatnot.

Standard C++ does not specify any graphics functions at all. In order to do graphics programming in C++ you need to choose a graphics library such as DirectX, OpenGL, Allegro or SDL. Most graphics libraries do have high level functions to display bitmaps, which you can make in paint programs.
